Yeltsin is seeking public support to extend the power of the president over economic reforms via a referendum. The Congress of People's Deputies has tried to prevent Yeltsin's desperately needed economic measures, but Yeltsin seems to still have popular support.

Article Abstract:
The Congress of People's Deputies' (CPD) rejection of Yegor Gaidar as prime minister has precipitated a constitutional crisis. Pres Yeltsin, who affirmed Gaidar's role by decree, now advocates a referendum to determine the powers of the CPD and the presidency.
