Boris Yeltsin's power struggle with Russia's Congress of People's Deputies (CPD) illustrates the difficulty the CPD has had in finding a role for itself in the new nation's political system. Most of the deputies are former communists elected when the CPD was a rubber stamp for the Supreme Soviet.
