Start-up enterprises in Hong Kong find the country's laissez-faire policy as a deterrent to business growth because it promotes the shortage of available capital. Hong Kong's broad base of clients, developed facilities and minimal government intervention make start-up businesses attracted to it. Also, the small number of start-ups and the domination of large companies offer intense competition for new businesses in Hong Kong.

Deadly virus takes its toll: expats send children away as fatalities mount
Article Abstract:
Several expatriates in Taiwan are sending their children overseas in the wake of the mounting death toll from a virus that kills children, disregarding official recommendations that the contagion may have ended. The outbreak have killed 38 children since the middle of April 1998. The virus, which authorities believe is an epidemic of Enterovirus 71, may lead to deadly brain or heart infection in infants and young children.
