Drive to automate
Article Abstract:
Japan leads the world in its bid to reform traffic systems, improve road safety and reduce traffic jams. The government's Intelligent Transport System (ITS) is a collaboration with the highway authorities, the police and the private sector, to create a new social infrastructure by 2010. If the plans materialize, Japanese drivers will be able to use sophisticated traffic management systems to plan their routes, and their cars will be completely automated. Some 1.5 billion yen of the government's 10 billion yen research funds for fiscal 1997/97 have been reserved for ITS.

No-news papers: anaemic business press lets rumours drive China's markets
Article Abstract:
Authorities in China have increased efforts to prevent rumours, premature reports and misinformation from being printed by the country's financial newspapers. However China's stockmarkets are expected to remain highly volatile as they do not see the connection between the free flow of information and stable markets, according to a Hong Kong investment bankers. Western financial professionals believe that accurate information, a more active media and greater company disclosure is the way to combat rumours.

Railway slowdown
Article Abstract:
Many of Taiwan's ambitious infrastructure projects are running into financial constraints, with a planned high-speed railway perhaps the most obvious example. The government wants the private sector to contribute 40% of the planned NT$440 billion in costs, through 30-year build-operate-transfer agreements. High-speed rail's notoriously poor performance could keep this down to 10%, however, with more bonds the only palatable solution. A cap on public debt limits how often this can be used.
