From apartheid to welfare state

Article Abstract:

South Africa has sought to improve conditions for poorer people, and piped water, electricity and state benefits have been provided. Pensions account for the largest item, with housing, disability and child-care benefits making up the remainder. There are problems in administering the funds, and a plan to give greater control to provincial administrations may not solve the problems since the provinces are no more efficient. There are also questions as to whether generous pensions, and housing subsidies are efficient ways of using resources.

A new law requiring welfare recipients to work or train at least 20 hours a week for their benefits is effectively reducing the amount welfare cases. States such as Baltimore are instigating welfare to work programs that help single mothers and other poor parents get jobs.
