The flap over the Russian Congress's failure to ratify Pres Yeltsin's choice for prime minister, Yegor Gaidar, has caused a constitutional crisis. Yeltsin, forced to accept compromise candidate Viktor Chernomyrdin, seeks a referendum to curtail parliamentary authority.
