Article Abstract:

The German election campaign of 1998 appears to represent the east as an area of high unemployment which consumes government funds, yet there have been a number of improvements. Polluted areas and old buildings have been restored, the telecoms system has been modernised, and railroad and road links have been improved. Unemployment is still high and productivity low in the east, but labor flexibility is better in the east and red tape has been cut. The east is catching up, though further funds are likely to be needed from the west.
