Article Abstract:

The Russian arms industry is benefiting from rising exports and increasing domestic spending on defense, but there can be quality control problems, such as with aircraft engine reliability. There are worries about spare parts availabiity and lack of research and development since 1989. New defense spending is not likely to help military research. Political determination would be needed to revive the defense industry. Outside help may be difficult to attract since India and China, possible major customers, aim to develop defense industries of their own.
