Menem forswears a third term, for 1999 anyway

Argentine president, Carlos Menem, has decided against running for a third term. He had received the backing of a special congress of his Justicialist party, but the congress was boycotted by those who supported Eduardo Duhalde, the main rival of Menem. Duhalde, Buenos Aires province governor, planned an unofficial referendum which would have shown that Menem lacked popular support. Menem may support Duhalde as candidate for the presidencyin exchange for support in retaining leaderhsip of the Justicialist party.

The 'Menem 1995' signs appearing in Buenos Aires could refer to either Carlos, who now seeks a constitutional self-succession amendment, or his brother Eduardo, the likely Peronist candidate if Carlos's plan fails. Carlos and economics minister Domingo Cavallo have successfully slowed the inflation rate and are enjoying 66% public approval ratings.

An opposition alliance in Argentina, between the Radical Union and Frepaso, may signal trouble for the incumbent Peronist party of Carlos Menem and his successor, Eduardo Duhalde.
