Minding the gaps: New York's budget
Article Abstract:
The Citizens Budget Commission announced a plan it says would achieve $13 billion in annual savings for both New York City and State, which have the highest taxes and public spending in the US. The plan includes an overhaul of the welfare system, aid cuts to rich areas and improved capital planning.
