Mr. Rainsy regrets: Cambodia: too much aid, too little accountability
Article Abstract:
Countries that provide foreign aid to the Cambodia might be able to discourage corruption and foster democracy in Cambodia by cutting that aid or providing it conditionally. Former Cambodian Finance Minister Sam Rainsy suggested that foreign aid allows the government to avoid changes that it claimed it would make. Rainsy was forced out of office, has set up the Khmer Nation Party, and hopes to bring the Khmer Rouge into the political process. The corruption in the government helps the Khmer Rouge claim that it represents Cambodian nationalism.

Cambodia past and future
Article Abstract:
International and local failures have given Cambodia a legacy of corruption and despair and promise to continue doing so for at least the near future. The United Nations Transitional Authority in Cambodia did virtually nothing it said it would, leaving in power a corrupt regime with no respect for democracy or human rights. That government has done nothing that a legitimate government should, but it has built up the power of the military and the police, creating a mafia state where the only law is raw power.

Cambodia looks all right
Article Abstract:
A recent visit to Cambodia shows it to be recovering well from more than two decades of misery, with positive signs balancing and perhaps outweighing the negative. As many have noted, the country still lacks complete democracy, suffers law-and-order problems, and still bars worthy people from advancing. However, it has reached political stability, the economy is rebounding, most people feel safe, and cultural tradition and heritage is again accessible to all. It has indeed become a normal country.
