The great giveaway
Article Abstract:

However, the evidence suggest that free samples or The Great Toronto Newspaper Giveaway, as it is being called, are not effective in driving up circulation rates. For instance, Don Babick, publisher of National Post, admitted that he himself has mixed emotions about free giveaways.
