Many political observers believe that winning California is crucial to winning the 1996 presidential election. Both Pres Clinton and Bob Dole are making numerous visits to the state. Dole plans to focus on welfare reform and other favorite Republican topics.

Clinton won 370 electoral votes compared to Pres Bush's paltry 168, but the Arkansas governor only had 5% more of the popular vote. Clinton's greatest task will be implementing his mandate for change, because Democratic groups differ in their agendas.
