Quiet areas: a noble failure?!

Article Abstract:

The Quiet Area policy was introduced in the Netherlands over ten years ago, although implementation is only just beginning. The first quiet plan to be developed is that for the Wadden Sea Quiet Area, which due to large zones within the areas which are exempt, has failed to be successful. The Wadden Sea is also subject to continuing low flights of jet fighters. The Quiet Area policy is discussed in depth.
