British businesses are complaining that the current regulations that require them to offer new issues to current stock holder's first is hurting their ability to raise capital. The Confederation of British Industry also criticized rules that allow underwriters of new issues to charge high fees.

No joke: African stockmarkets

Article Abstract:

African stock exchanges are beginning to attract a lot of foreign investment, especially those outside of South Africa. While some of these exchanges performed very well in 1996, a strong currency risk, little variety and insufficient regulation make for risky investing there.
