Article Abstract:
Deutsche Bundesbank lowered its reserve requirements for time and savings deposits from 4.5% to 2%. Bundesbank hopes to lure back assets that moved overseas, but the larger problem of creating reserves of up to 12.1% for sight deposits has been ignored.

Germany's economy is troubled by rising rates for productivity costs that were 36% higher than those of Japan and Britain in 1991. Government borrowing is now 8% of the gross domestic product, while reform in East Germany consumes subsidies.
