Some believe that Labor has proposed a rather mild regulatory overhaul of the British financial system because it wants to win the favor of financial interests in the City of London. The securities industry welcomes the turnover of regulatory responsibility to the the state, to absolve itself of blame.

London's financial future: even if Britain remains outside a European monetary union, the city of London can thrive
Article Abstract:
It is unlikely that London will lose its status as a financial center if the UK does not join the economic and monetary union that will take effect throughout the European Community in Jan 1999. Many of the financial transactions occur in London and computers make the transactions seamless.

And it finally came to tears: Japan's financial system is melting down. It is unclear whether the government can act quickly enough to stop it

Japanese government officials, who have long denied the growing financial industry crisis, have been forced to admit the situation and to begin discussing the transfer of public money to the industry. The latest company to close is Yamaichi Securities, once the largest such firm in Japan.
