Rivlin, a strong advocate of deficit reduction, will be forced to defend the budget of Pres Clinton, who has abandoned deficit reduction for tax cuts in a popularity contest with the Republicans. The president is unlikely to get his way in any event and should have adhered to a more prudent policy.
