Article Abstract:

Referendums are increasingly used to tackle controversial issues, especially by governments which believe that they are likely to win a vote on a particular issue. They have also been used on a routine basis in the US and Switzerland. There are different types of referendums such as advisory referendums to test public opinion, and mandatory referendums to change constitutions or the law. Opponents of referendums argue that minority interests may be ignored and that citizens cannot fully participate in large societies.

The tobacco industry is a major contributor to California's political elite. Several legislators have received large amounts of tobacco-tainted money, including Assembly Majority Whip Steven Kuykendall and former speaker Willie Brown. The contributions have helped tobacco firms defeat antismoking bills.

Government in California: buckling under the strain

Article Abstract:

The ballot initiative process in California, designed to give the people more political power, has created a confusing political system. Ballots are too long and too much of the budget is tied up in laws created through referendum. The state is too big and populous to manage.
