Japan is overlooking its dispute with Russia over the Kurile Islands and is granting the beleaguered Russian government billions in aid. While the size of the offer is dismissed as insignificant by some, it is enough to make Boris Yeltsin plan to visit Japan.

Prime Minister Kiichi Miyazawa has promised as much as $30 billion in aid to Russia because of international pressures to support the fledgling democracy. Japan had previously demanded return of the Kurile Islands before considering aid.
