3 insurers chip away at Highmark

Highmark Blue Cross and Blue Shield, the biggest health care insurer in the region, saw its market share in Pittsburgh, PA, dropped after the city changed the rules to allow UPMC Health Plan, Health America and Aetna/U.S. Healthcare to compete. The city's previous health care contract was monopolized by Highmark's health plan, Select Blue, as it included access to all hospitals. The new contract requires each plan to provide what is called network-based health plan and to allow members to go outside the network of their choice as long as they shoulder some of the cost.

Highmark asks big Medigap increases

Highmark Blue Cross and Blue Shield, Pennsylvania's biggest health insurer, is seeking double-digit increases in Medigap insurance rates. The company is asking for rate increases for the insurance plans that are bought by a number of senior citizens for medical costs not covered by Medicare in the range of 8.1% to 16.6%. Highmark's proposal, which also asks for an increase in the rate of its Complete Care plan, has been submitted to the Pennsylvania Insurance Department who intends to conduct a public hearing on the matter on Oct. 6, 1998.

Highmark criticizing mergers by UPMC

Highmark Blue Cross and Blue Shield is quietly urging some its large customers and other influential people to raise concerns over the takeover spree of UPMC Health System. The two companies have been hitting each other with antitrust allegations since Oakland, CA-based UPMC created its own insurance division. The battle between the two firms intensified with the proposed UPMC and Magee-Womens Hospital merger, the terms of which will see UPMC provide services to Highmarks's largest health care insurance plans.
