Insurer cuts targeted by doctors

Independence Blue Cross's move to impose a new round of reimbursement cuts by July 1, 1998, has caught the attention of doctors and hospital systems, who asked for a state Insurance and Health Departments probe. The doctors and hospital systems had typically ignored similar dictates by the major health-care insurer in the Philadelphia, PA, area, to its 2.6 million subscribers. However, the move is described by Lee H. McCormick as the last straw for physicians. McCormick is president of the Pennsylvania Medical Society, which represents around 19,000 physicians and calculates that the insurer's new rates for doctors are 82% of the rate paid by the Medicare program.

Doctors protest cuts in payment

Independence Blue Cross' new payment rates are being opposed by pediatricians, internists and other primary-care doctors. The company's president, G. Fred DiBona Jr., said that while they have reduced reimbursements rates for specialists, they have been increased for most services by primary-care doctors. However, primary-care physicians said that the company has cut reimbursement for the most common services, such as routine office visits. The company will continue to review its managed-are fee schedules and might modify some of them.
