A 25-page report by the IMR Health Economics L.L.C., of Brookline, reveals that Pennsylvania's four major Blue Cross health insurers are urging the state to let them reserve more cash, at consumer's expense, and are not disclosing details about some of their profitable business ventures. The $15,000 report was commissioned by the City of Philadelphia, Consumers Union and a group of 13 labor, medical and senior advocacy groups.
