Pa. leads country in school strikes

The state of Pennsylvania has more teacher strikes than any other US state, with 10 strikes since August 1999. A report released by the National Education Association and the American Federation of Teachers said that strikes may be more common since walkouts of teacher are not illegal in Pennsylvania.
