Shipyard builder buying key equipment overseas

Kvaerner Philadelphia, the American shipbuilding branch of Europe's largest ship builder, Kvaerner ASA, is buying a 250-ft-tall steel crane made in Portugal. Kvaerner is buying the equipment, worth $28 million, from Amadora, Portugal-based Mague Equipamentos de Movimentacao, a firm that makes custom heavy cranes. According to Paul A. Tufano, general counsel for Philadelphia Gov. Ridge and chairman of the state agency supervising the yard's reconstruction, Kvaerner's move to buy outside the US was born out of necessity. Kvaerner could not find a US crane manufacturer that could build huge cranes such as the one built by Mague Equipamentos.

Unions agree to shipyard contract

Kvaerner Philadelphia has agreed on a contract spanning five years with blue-collar employees that lets workers to cross skill lines for efficiency growth. The accord eliminates old-fashion work rules and calls for an average starting salary of $16 per hour. Kvaerner will employ individuals who have been traditionally trained with a specific skill, then each of the workers will receive individualized training in related skills. The company would pay workers under a training period with a portion of the $430 million public aid it is getting for reopening of the former naval shipyard in Pennsylvania.

Kvaerner ASA's $28 million gantry crane purchase from Mague Equipamentos de Movimentacao of Amadora, Portugal, is being questioned by Sen. Leonard J. Bodack. Bodack stated that purchasing foreign-made crane may be against a 1978 law that requires steel for public works projects in Pennsylvania to be bought from state suppliers. Kvaerner intends to use the 250-ft-high gantry crane tp rebuild and reopen the former Philadelphia Naval Shipyard in Philadelphia, PA. Bodack is now asking the auditor general to investigate Pennsylvania's decision of approving Kvaerner's purchase.
