Pennsylvania's largest black-run bank, United Bank, is suing its founder, Emma Chappell, for financial mismanagement rising to $1 million in 1999. Her alledged fraudulent and personal schemes involved everything from nondisclosure to federal regulators to charging employees to park in her lot next to the bank. Since her departure in May, the bank has had its first profitable month since its founding in 1991.
