Article Abstract:
An evaluation of the allocation of health resources in France and the UK shows differences as well as similarities in their approaches. The French Ministry of Health and Integration's Programme for Medicalisation of Information Systems calls for the establishment of departments of medical information to provide diagnosis related groups (DRG). The DRG is seen as a way to control lavish spending made possible by the nationalised services of hospitals. On the other hand, the UK's health policy is set on a broader scale, which sets national prerequisites but leaves the final decision to local constituents.

Hackney's rent debt scheme scuppered by government
Article Abstract:
The UK Department of Social Security has intervened in the London, England borough of Hackney's implementation of a rent increase for tenants. The borough claimed that the policy aimed to recover tenant debts amounting to 16 million pounds sterling and to save money for the government through housing benefits. The move, however, was blocked by Social Security Minister Ann Widdecombe, who declared that higher rents did not mean a corresponding eligibility for government housing programs. Her action was perceived by Hackney's Finance Dir Mike Craig as a biased move against local authorities.
