Hands off council reserves, treasurer warns members

Article Abstract:

County Treasurer Douglas Morgan opposed to report the planned reserve cuts by the Lancashire County Council. Morgan warned that the council's plan violate the Local Government Finance Act 1988 which prohibits illegal budget cut planning. Morgan also emphasized that cutting budgets below the 1% level would deplete the council's reserves. The Lancashire County Council heeded Morgan's warnings by slashing its balances from 18 million pounds sterling to 10 million pounds sterling to stay within the 1% level set by law.

The District Treasurer's Pet

Article Abstract:

Personal computing is applicable in many areas of health service finance. Information processing requirements are fairly consistent. Centralization could prevent unnecessary duplication. Districts desire autonomy, however, and argue for decentralization. A balance of an 'in-house' computer with access to a regional terminal is suggested. Potential future uses and problems with financial planning because of funding uncertainties are also discussed.

Warwickshire breaks cap limit a second time

Article Abstract:

The Warwickshire County Council has placed its budget at 299.757 million pounds sterling, which is 7 million pounds sterling in excess of the capped budget limit set by the government. UK Sec of State Michael Heseltine has directed county councils to maintain their budgets within the 293 million pounds sterling cap limit after the General elections are held or until after he has defined his budget capping policy in Apr 1992.
