Local Government after the 1983 Election
Article Abstract:
The United Kingdom's general election coincided with the Chartered Institute of Public Finance and Accountancy's annual conference for 1983. On November 16, 1983, a special conference was held devoting itself to the post election scene for local governments with Patrick Jenkin, Environmental Secretary, as the main speaker. Controversy over the grant penalties and their effects on the local authorities and the government's viewpoint that the national mandate is superior opened the conference. Two speakers, Robin Leigh-Pemberton and Dr. Jack Cunningham, are new appointees to their posts. They provided a positive picture of the happenings in the local governments. Derek Hender's speech contrasted theirs by emphasizing the loss of local government powers over the past forty years and the lack of coordination of planning. Counselor Bosworth discussed his concern over joint boards replacing city council. He feels that they would be more remote and less accountable.

Wessex region gets audit rap on finance
Article Abstract:
Audit Commission-appointed auditor Richard da Costa discovered questionable monetary statements upon a 1990-1991 review of Wessex Regional Health Authority's financial accounts. Da Costa criticized the health authority's lack of overall financial management control, adding that the system is open to fraud, error and abuse. A spokeswoman for the health authority mentioned that management is exerting efforts to solve the authority's financial weaknesses.
