Touch and go for the Japanese economy

Article Abstract:

Japan has announced tax cuts to help boost the economy, a move which will run counter to the government's attempts to control the budget deficit. The government admits that the economy is on the brink of recession. There is a risk that the economic problems could worsen if the private sector cannot be persuaded to lower its savings rate. Uncertainty over employment and pensions, and drops in prices all tend to encourage saving. Fiscal measures may not work, and there is little scope for loosening monetary policy since interest rates are already low.

DRS Data isa manufacturer of electronic optical scanners (OMRs) with about 70% of its sales going throughUK schools and colleges in 1994. However, many institutions have postponed or cancelledcapital projects and changes in the requirements of the National Curriculum have exacerbated thesituation. DRS's profits were just 1.49 million pounds sterling in 1994, with just 3,000 poundssterling from the second half.
