Three techniques for successful management with a minimum of stress are presented. The first is to communicate clearly the objectives and required performance standards to employees. The goals should be written down in 250 words or less. Employees should be praised immediately for good performance and never reprimanded during a learning process. Reprimands should be given immediately for a specific performance. Sharing feelings is important.

Russia announced an immunization program after over 4,000 people contracted diphtheria and over 100 people died from it between Jan 1993 and Aug 1993. Russia reported rising rates of tuberculosis and cholera, as well as cases of anthrax and bubonic plague.
