The failure of the Federation of Master Builders warranty scheme and the BEC's (Building Engineering Council) guarantee scheme to attract support from members and clientele has resulted in a new CBC (Chartered Building Company) scheme by the CIOB (Chartered Institute of Building). The CBC scheme is not a guarantee or warranty scheme. It offers a professionally managed service, since 75% of the executive directors are chartered and it has a code of conduct which it expects its membership to follow. Quality, value and client focus are its main ingredients.

Small but vitally important UK businesses are being actively discriminated against by the government which appears to be hindering rather than helping small firms to survive. Small contracting firms have been prevented from applying for contracts with the Ministry of Defence unless they sign up with larger firms and sub-contract, while new tax reform has done little to enhance the lot of millions of self-employed construction workers trying to make a living.

A princely dispute

A complete overhaul of the UK government's procurement methods are needed to address the inadequacies of a system which consistently fail to meet the requirements of all parties involved on a financial level. A 600,000 pounds sterling dispute between the Earl of Wessex and building contracters highlights the problems associated with using government procurement for housing refurbishments.
