An Overview of the FAR
Article Abstract:
The Federal Acquisition Regulation (FAR) will take effect in April 1984. Those agencies and contractors used to dealing with the Federal Procurement Regulation (FPR) may experience a more demanding transition than those who have been using the Defense Acquisition Regulation (DAR). FAR will probably change certain size standards for small businesses. Patents and data will be altered as well. DAR, FPR, and FAR are compared. FAR provides for a new organization: the Civilian Agency Acquisition Council (CAAC). The effects of the office of Federal Procurement Policy on the implementation of FAR are analyzed. Subcontractors will be somewhat disadvantaged by the new regulations.

The Future of the Federal Procurement Policy
Article Abstract:
The Federal Acquistion Regulation (FAR) is a pivotal point in the expansion of federal procurement policy. FAR will contribute to uniformity of regulation. Some points in FAR beg justification: major agencies requirement of structured profit policy on negotiated procurements, options price, evaluation, and implementation policies. FAR changes in types of contracts, price and source selection are analyzed. Uniformity improvements for contract wording are necessary. FAR clauses deviating from the regulation must bear the title 'Deviation'. It is recommended that FAR be revised and republished annually.
