The UK government is currently considering ways of making brownfield development as attractive as greenfield development to housebuilders. The Civic Trust has proposed the introduction of a charge for change of use for non-residential land. The charge would be raised by Customs and Excise when planning permission was granted, and would be around 10% of the average price of greenfield residential land within a specified government area. However, a levy which would add a small amount to the cost of a home on a greenfield site would not deter most homebuyers in the south-east, where half of greenfield development is detached housing.

Dexterfield's Sandringham Court apartment block development in St Albans, England, will offer 44 units in its first phase, which is due for completion in Dec 1997. These will include ground-floor one-bedroom apartments with no parking, selling at 68,000 pounds sterling, and two-bedroom penthouse apartments, selling at 130,000 pounds sterling. The company is including the bathroom, kitchen and carpets in the price, and believes that the minimal decor will appeal to many potential purchasers.

The increased use of adjudication to resolve construction contract disputes is discussed. The results of surveys on the adjudication process by solicitors Masons are presented and serious shortcomings of the system are highlighted.
