Playing the numbers game: Berkshire's victory over the House Builders Federation to restrict the number of new homes than can be built in the country means that NIMBY councils can call the tune

The House Builders Federation (HBF) had recommended that land should be identified for some 48,000 houses in the Berkshire Structure Plan, although the council ultimately adopted the Plan for around 40,000 houses between 1991 and 2006. Traditionally the advice of expert panels is adhered to, but Berkshire's decision will effectively enable 'NIMBY' councils to decide whether or not they want to build new homes.
