The UK government has issued a house planning circular, which is aimed at encouraging housing developers to build low-cost housing for first time buyers in 1998. Industry experts claim the circular will not promote affordable housing in rural areas, where it is often needed most. Higher costs will be incurred by restricting the number of house requirements, which will lead to higher house prices rather than lower prices. Housebuilders claim they are not responsible for the economic situation of some areas of the country where local wages are not high enough to cover average mortgage repayments.

There are significant variations in the costs of large-scale schemes in central London, and it is important that the specification is aligned with market requirements. Factors affecting cost include floor layout and efficiency and development size.

United Kingdom Deputy Prime Minister John Prescott confirmed the Labour Government wants to increase the number of houses built on already developed land but he failed to give exact targets. The proposed changes to regional planning and the introduction of a new planning system are only at the consultation stage. A tax on the development of greenfield sites is a possibility. Prescott has promised to consult the public more fully, when deciding where new houses will be built.
