Article Abstract:
Highly reduced building tenders were commonplace in the UK during the recession. Reductions were offered through Dutch auctions and design and build enquiries. Now that the recession is abating in 1993 such practices should be abolished to revive the credibility of the UK construction industry. Cut-price tenders have a great risk element, such as provisions that insist that consultants' owe a duty of care to both the employer and the design builder.

Article Abstract:
The UK government's private finance initiative (PFI) is a bonus for small contracting firms which often have difficulty in raising capital investment for projects. Government investments offer small firms financial stability on fairly large sums of money, which is not an option when borrowing from banks at high rates of interest. Small firms are calling on the UK government to include them in the PFI despite the size of projects being invested in.
