New Compensation Cost Principles and Controls: Are They Reasonable?
Article Abstract:
The nature and effect of new compensation cost principles and restrictions are detailed. The government now can challenge individual elements of compensation where costs are excessive as compared to similar firms. The old test of reasonableness of total compensation is still part of the cost principle. Notification is required when major revisions are planned. The contractors now share the burden of proof. A general review of other item changes shows an increasingly restrictive atmosphere. Industries have shown concern over these new rules. The cost disallowance could bring on declines in profits, capital investments and contractor participation.

Cost growth is still a major problem for DOD and the acquisition program. Multiyear procurement has been adopted to stabilize the programs. Support and readiness is a primary objective of the acquisition program. The Defense Acquisition Improvement Program is still operating.
