Texas boaters wary of sea grass plan

Article Abstract:

A conservation project in Texas, which aims to protect sea grass in shallow bays, has elicited concern among boaters and anglers who worry about the possible closure of flats fishing areas in the state. On the other hand, they are optimistic about an education campaign that targets boat owners who destroy the sea grasses with their engines. Some boaters, however, are skeptical that Texas might be using the sea grass issue as an excuse to limit access to some shallow areas.
