Article Abstract:
The adoption of new agricultural technology is not, what really matters, but the main problem is the slow adoption of new equipment technology. The evidence on huge productivity gains that have resulted from modern varieties is summarized and the potential for future gains plotting adoption rates for modern varieties is illustrated.

The comment analyses the results of J. TavareE s paper, namely that democracy in itself does not prevent terrorism but it helps to mitigate the recovery from terror attacks. It identifies new areas for research on other aspects of terrorism and extremist groups.
