Has poverty gotten worse?

Article Abstract:

Statistical data reveal that from 1979 to 1982, the poverty rate among elderly people has significantly diminished, while children's poverty rate has largely remained the same. These findings were based on comprehensive data on money income and consumption. The apparent worsening of poverty can be attributed to employment problems affecting less skilled workers and to fluctuations in economic growth. The scale developed by the National Academy of Sciences Panel, though showing similar results, is able to identify specific sectors that are in most need for public assistance programs.

Classic family values: ending the poor laws as they knew them

Article Abstract:

English poor laws played a major role in the evolution and development of modern welfare reform legislation. However, some classical economists like John Stuart Mill and Adam Smith attacked poor laws for their alleged infringement on liberty and injustice. Thomas Malthus' criticisms focused on the role of poor laws in the creation of famine and misery due to higher wages.
