Beyond the aqueduct empire
Article Abstract:
Erwin Cooper's 'Aqueduct Empire,' a useful guide to water resources in California published in 1968, carried a sense of seriousness about California's water scarcity. The book observed that water cannot be considered as Nature's free gift to be consumed recklessly. The period since 1968 has seen strong disputes over water projects and water policy. It has been problematic to receive sanction for construction of major water projects as they often get mired in political or legal conflicts.
