The Black and White of It
Article Abstract:
The status of the 120,000 Cubans and 7,000 Haitians who came to Florida in 1980-81 as refugees is still pending. Reagan recommends that the Cubans be granted the status of permanent residents, which allows them to apply for citizenship in two and a half years. The administration recognizes them as political refugees from the Castro regime. Most of the Cubans have found sponsors and have been released from federal detention camps, whereas about one third of the Haitians remain in camps. Reagan may be trying to gain favor of the Cubans for his re-election campaign.
