The Governors
Article Abstract:
The question of who really governs in Great Britain is proposed. An analysis reveals that no one answer will suffice. Each branch of government wields power, and is affected by the powers of other respective branches. The prime minister is the party leader, but has no department. The cabinet office is more powerful than its prime minister. Within the cabinet office are cabinet committees, who resolve the issues. Senior civil servants are criticized as governing the country. Their collective name is Whitehall. But overseeing Whitehall is the treasury, which controls all spending and can take its own initiatives.
