The IMF-supported programs of Poland and Russia, 1990-1994: principles, errors, and results

Article Abstract:

The policy objectives and results of IMF-supported economic adjustment programs for Poland from 1990-1995 and for Russia from 1992 to 1994 were evaluated. The major issues investigated were the selection of nominal anchors, the pace of disinflation and the choice of performance criteria. While foreign assistance was substantial, the majority of postcommunist economies are too large and expensive for foreign assistance to have a major impact. It was suggested that the assistance provided by the IMF and the World Bank were helpful and significant but comparatively modest.
