In practice governments usually control parliaments. The British parliament is regaining its power. Factors involve the party system, the payroll vote, the dependency on a majority, and control of parliamentary time (and therefore legislation). The machinery of committees is reviewed. An inset describes the House of Lords. A graph illustrates parliament by salaries.
