A piper who does not play the payers' tune

Article Abstract:

Some observers have suggested the regulation of higher education in the UK should be made more competitive, with universities able to choose their own regulators. The Quality Assurance Agency (QAA) has been criticised for its lack of accountability to the universities, which pay 38% of its annual income. Some observers point out the QAA has not been quality assured by the UK Accreditation Service. There is also criticism over the audit reports produced by the QAA which are difficult to understand. The QAA produced 33 audit reports during 1997-98, at a cost of one million pounds sterling.
