Article Abstract:
Intellectual property rights present a major problem for electronic publishers since remaining within the law is both time consuming and difficult. An individual who copies a work held in electronic form without the copyright holder's permission is infringing copyright. However the situation is less clear when an individual places infringing material on a Web server where it can be copied by others, or when a Web server contains no infringing material but has links to sites that do. Caching, or the local storage of copies of Web pages from remote sites, also raises copyright infringement issues.

There are currently two main elements to defamation law in the UK. The law of slander is concerned with defamation by speech, while the law of libel is concerned with defamation in writing. The libel law will now probably be expanded to cover libel online. It is common for people communicating via the Internet to be abusive to each other, but this would not be considered libellous. A defamatory statement must refer clearly to the plaintiff, although the plaintiff need not be named.

There is a growing trend towards existing laws being enforced to ensure that strict control is gained over material published on the Internet, and on the World Wide Web in particular. It is therefore important to ensure that educational institutions are aware where of potential criminal liability. Crime could be committed in a number of areas, including providing illegal material for display and gaining access to a Web server illegally.
