FERC's competitive muscle: the comparability standard

The Federal Energy Regulatory Commission's disclosure of its open access and comparability standard for electric utilities has radically changed the way the sector operates. Despite drawing flak from some utilities, industry observers say that it is difficult to reverse despite the new leadership in Congress.

Hopes of liberalizing Europe's electric power markets may not be far from being realized as member nations are expected to deregulate 60% of the sector by Feb 1999. However, the union would have to address a number of technical and policy problems in order to ensure the program's success.
