New England is encountering obstacles in the region's campaign to restructure its electric industry following a brisk start in 1996. Connecticut and Vermont did not succeed in ratifying restructuring bills as tension between utility and consumer groups mount.

Deregulation: scanning to the US South
Article Abstract:
Southern states traditionally opposed to reforms in their energy industries, such as Texas, Mississippi, and Louisiana, have started to consider deregulation as an option. The three states are considering retail-choice plans for consumers by the year 2002.
